One of my friends ask me this question recently so I decided to post it online.Here are the steps by step procedure.
1. First check if everything is connected and check if cable (power cord to computer from avr) is working properly by using it in another fully working computer. If you don't have one use a multitester. Sometimes the cable is only the problem. If cable is working properly, it could be the avr or your UPS or your monitor. If not then proceed to step 2. If monitor is the problem, then the computer CPU is working properly and you will see lights and hear sound that the computer is starting but no images appear on the monitor.
If power supply problem, the computer cpu have lights and the processor fan is working for a little period of time and shutdown immediately. If no effect at all after booting your computer then somethings not right from a power source to avr/UPS to your computer power supplies.
2. The possible reasons could be your video card. I suggest to used your built in video card or if your motherboard does not have a built in video card, used another video card that is working. If your computer is working properly after changing video card or using the built in then you have to clean your video card for dust particles using never been used paint brush or used pencil eraser to the the pin of your video card for any rust due to electricity spark. Check if your video card electronic parts have a blown capacitor. If you find one then you have to replace your video card or you can also replace the capacitor that has been blown but I cannot guarantee you that it will work again
3. Next reasons is your memory card misalignment or dust problem. Remove your memory card first and boot the computer. If you hear a continuous beep then your computer has passed motherboard.testing failures to be in good working and cannot read the memory because you have remove it. You have to clean it just like you did in video card before inserting it again to the memory card slot. Be sure to close the Automatic Voltage Regulator (AVR) or cut the power source before touching anypart inside your computer.
4.After trying everything and you can't boot your computer then I suggest to replace your motherboard or buy a new one.
5. If you read and see characters on the screen during boot up but cannot go to windows then it could be your windows operating system is the problem.If you read "Reboot and select proper boot device" then the problem is misalignment of your hard disk data and power cable because your computer cannot read any bootable hard disk.
